If you are coming to EMMS from outside of Howard County (from another county in Maryland or out of state) please please follow these steps:

If you have moved into EMMS area or are moving out of EMMS area AND staying within Howard County please follow these steps:
Step 1: Custodial parent(s)/guardian(s) must complete the HCPSS Change of Address and Phone Number Form (Fillable PDF). If you cannot sign the form electronically, be sure to scan or take a photo of it with custodial parent(s)/guaradian(s) signature.
Step 2: Gather electronic copies (pdf, png, jpg formats) of the following:
- A deed or deed of trust that has all required signatures or an original lease with all required signatures.
- A current bill for cable television, non-cellular telephone, or gas and electric.
Step 3: Email the completed form and all available requested documents to Ms. Heather Shafer, EMMS Registrar (heather_shafer@hcpss.org).
If you are moving out of EMMS area to another Maryland county or out of state please follow these steps:
Step 1: Custodial parent(s)/guardian(s) must complete the HCPSS Student Withdrawal Form (Fillable PDF). If you cannot sign the form electronically, be sure to scan or take a photo of it with custodial parent(s)/guradian(s) signature.
Step 2: Email the completed form and any additional documents available to Ms. Heather Shafer, EMMS Registrar (heather_shafer@hcpss.org):
